The ITFS opportunity

So I was just talking with Bob Belle-Isle of VPT — Vermont Public Television — about a hunk of spectrum that is ripe with opportunity. It's called ITFS, for Instructional Television Fixed Service. It was created 43 years ago by the FCC for educational purposes. Nonprofits with educational credentials, such as school systems and public television organizations, are in good position to be first movers in utilizing the twenty ITFS frequencies (which begin just above wi-fi, at 2.5GHz) for modern wireless purposes, and not just the one-way transmission that was imagined back in 1963.

Move first for what? Well, you name it. The requirement for educational use has been reduced over the years, but is still there. The carriers, which covet the spectrum, want it to go away completely, of course. In any case, much more is explained here by ITFS.org. I would like to see more techies thinking out loud about the possibilities of ITFS.

Unfortunately, due to the spectrum "gold rush," ITFS (actually now called EBS) is not a big opportunity but rather a million opportunities denied. If you go to a local school district, college, or what-have-you and ask to use the spectrum, suddenly the dollar signs will light up in their eyes: "You mean we have something valuable? We'd better hang onto it. We'd better ask a ridiculous amount for it. We'd better do nothing for another 10 years while we decide what we really should do with it. We'd better sell to the highest bidder, even if it's a big out-of-town corporation that really wants to LOCK UP the spectrum rather than using it. (They can't own it, but they can make their own spectrum more valuable by taking the EBS spectrum out of play.)

I operate a wireless ISP which actually could make good use of EBS spectrum -- use that would benefit not only ourselves but the public. But have we been able to sublicense a shred of it? Nope. For all of the various reasons mentioned above. --Brett Glass

EBS

Sprint took down most of the availabe spectrum (2496-2690MHz) in most of the markets it serves. In fact, the FCC is making them provide broadband wireless in that spectrum as part of the merger deal with Nextel.

And the same spectrum was also used for MMDS, now known as BRS.

Brett Glass hasn't done all that well with the "unlicensed" spectrum around Laramie. In fact, given the size of Laramie, he should be able to put fiber, or at least VDSL2 in the town without too much trouble or expense.

The biggest problem with Brett though is that he wants to lock down 'his' network (which uses *public* spectrum!). See, for example: http://archives.listbox.com/247/200702/0154.html
